Remove Scroll Bar in Graph Legend

There was a recent update that changed the way graph legends are displayed, but in the opinion of the users I spoke to, the visualization has become worse.

Previously, when items in the legend exceeded one line, the graph showed all the lines. Now, there is a scroll bar to display the legend when there are 2, 3 or 4 lines. This makes it very difficult to display the information because we have to keep scrolling to show all the numbers. I couldn't adjust it by just changing the size of the graphics.

What was the purpose of the change? Is it possible to return to the way the full subtitles are displayed?
