Permissions accessible to administrator users

Currently, most of the permissions are only available to support staff. I suggest releasing some of these permissions to users who are administrators of the instance, for example:

• Permissions to view modules according to contract;
• Permissions to edit, delete and upload/create balance sheets, presentations and the like;
• Permission to create authorizations according to modules;
• Permission to determine whether the user can have access to all the module's functionalities (AI report, comments, change of view, departments and so on).

These are just some of the permissions that could be granted to this type of user, so that they can autonomously distribute functionality to their hub users.
