Budget with all accounts

Make an improvement to take into account all the accounts in the chart of accounts for all Cost Centers, as it is currently only possible to budget with accounts that are imported for certain departments.

Validate the possibility of including all accounts in all tabs, because the client may already want to budget with entries in accounts that will be included in the future.
